4 Students in shared student house TV in communal living room?

we are 4 students living in a shared house where there is a tv (listed in the contract) in the communal living room. However the time has come for the TV licence to be paid , one of our housemates refuses to pay her share as she argues that she doesn't watch the tv. However our arguement is it is a communal area she knew there was a tv and she has access to the tv 24/7 . Surely legally there must be a way of making her pay seeing as its a communal area??????4 Students in shared student house TV in communal living room?
if all other bills are shared 4 ways then id say tv licence should be too.

Suggest that if that is the way that the expenses should be split then you will have to determine what percentage of all of the expenses each person will have to pay. So time showers, check how many loads of washing, how long lights are on. Measure the size of each room, determine which rooms are not used, so that you can subtract that. If the person did not believe that she should share the cost of the TV licence, then that should have been agreed upon before she moved into the house, as you would have no way of knowing that was an expense that she did not want to share, and did not have a reasonable amount of time to find a roomie that did watch and would share the cost. So you could start looking for a replacement and she could look for a shared house without a TV. I know that some of the suggestions are ridiculous, but moving in and then saying that you will not share all of the expenses because you do not use it, is not right.
If she never sits in the communal area with you while you're watching TV she shouldn't have to pay - but I find this hard to believe! I take it she doesn't have a TV in her room either? Also if people come round %26amp; you don't have a licence they won't get fined, the people living at the address will, including your housemate!!!
If she really doesn't watch the television then she shouldn't have to pay. How about you have a chat with her, and agree that the rest of you will pay the tv licence, but the minute anyone catches her watching it she'll have to pay her fair share back to the rest of you.
if you don't pay the TV licence and the people come you will all get charged and fined regardless of who watches it
